Apprenticeship Program Coordination Services

 

NCIC  is soliciting proposals from qualified consultants or consultancy firms to provide apprenticeship coordination services. The selected consultant or consultancy will administer, coordinate, and support NCIC’s multi-employer, multi-sector Registered Apprenticeship Program in compliance with federal and State of Colorado requirements. This is a two-year contract with the potential for renewal for another one-year term. 

Overview 


NCIC serves a tri-county rural region of nearly 45,000 people, comprised of communities in Moffat, Routt, and Rio Blanco Counties in Northwest Colorado. The region is undergoing a coal transition, which threatens 1,000 direct coal sector jobs. The coal transition workforce requires reskilling and upskilling to move into new career paths. A survey of workers indicated a preference to be trained for industrial skilled occupations. Registered apprenticeships are portable, document existing transferable skills, and pay apprentices as they learn on the job. 

The goal of RFP- 2026-WD-1: Apprenticeship Coordination Services is to engage a consultant or consulting firm to support NCIC in developing 1-2 federally registered apprenticeships in the construction field within the first year and expand the Apprenticeship program in year 2 to position NCIC as an Apprenticeship Sponsor and eventually an Apprenticeship Intermediary. NCIC has begun discussions with training providers, workforce partners, and five employers interested in hosting apprenticeships. Learn more about the NCIC and our transition plans.
